1. Binding? YES
2. what proportion of the population has to vote for it to be valid? 30 posters have the chance to vote, but if only one person was to vote, that would be enough.
3. Whether we all know what we are voting for? Its not rocket science.
4. What is an acceptable margin to declare an outright victory, and whether that is proportional to the turnout? 1-0 would be enough
5. That if this all goes horribly to worms that the person who delared the need for the referendum fesses up and makes an appearance, even if it is in the stocks. He already has.
