You can have unlimited under 21’s, even if they are on loan or foreign, I think. Just as long as they’ve been playing in england for three years. So they don’t have to be registered.
Yes, both 21. If they turn 22 I presume they still fall under the same ruling (that’s going by U21 international football) but i’m not sure.

Looking at that squad and the U 21s not listed
The mercenaries will depart – but in my esteemed view I think we have the basis of a good Championship team / squad there
so all in all I am very positive
i think Cho isnt registered any more as he cant get a work permit…when he was out on load he dropped out of the national team so didnt have enough % of caps to qualify to come back. i cant believe we planned that.
Piscu as a striker..wasnt there a fiddle earlier on about team registering a goalkeeper as a defender to get round the quota (you can only have so many defenders etc) and it was only going to be allowed if the goalkeeper actually played as a defender…or it might have been the other way round.
