lease’s are a TWO way agreement legally binding to both parties -cant see whelan letting them go to be honest when they bring in quite a large amount in rent,i dont know how much they pay but if you want a comparison stockport county pay £10,000 per game to the owner-the chap that owns sale sharks and look at the state of that ground/pitch.
Planning permission costs next to nothing, probably just an off the cuff enquiry, should they ever fall out with Uncle Dave. I think the present arrangement suits both the football and rugby club and it would be costly to either club to change things.

i spent years submitting planning applications both for outline and full planning ,all applications are based on the size of the project , the usage ,and the land area to be developed, as you know a football/rugby stadium needs quite alot of land,i would imagine that wigan council recieved upto 1 million pounds in fees for outline planning,full planning consent and building regulations when the JJB was built.
outline plans £8,285
plus an additional £100 for each 0.1 hectare in excess of 2.5 hectares, subject to a maximum in total of £125,000
full planning(buildings) £16,565
and an additional £100 for each 75 square metres in excess of 4,215 square metres subject to a maximum in total of £250,000 planning
additional for developed land(non built) £16,565
and an additional £100 for each 0.1 hectares in excess of 5 hectares, subject to a maximum in total of £250,000
so as you see not very cheap ,add these costs to the lease implications and it is another latics fans dream.
