Which three teams were not able to list 8 home grown players in their 25 man squads?

Arsenal.Might have something to do with out poor youth teams, which doesn’t include an academy, and is on a par with the likes of Macclesfield and Port Vale. This means we produce few of our own players, and rely on signing those released from bigger clubs when they reach 18/19.
It could also be linked with our policy in the transfer market, to buy cheap from abroad and sell big, that means the necessity of a successful youth team drops.

Fair play, but how many of the 11 are failed or injured first teamers? I also wonder how many of those that aren’t will become Premier League regulars one day.
