I call bullshit, having lived and worked in NY for 5 years, and having many friends living there now, I can confirm that cockroaches are looked at with the same disdain as anywhere else in the world, they are seen as dirty, and are drawn to dirty apartments on the whole, though you can get infested regardless.
The only places I can think of that might hold them in higher regard are china and other eastern countries, which go as far as skewering them and eating them.
