In Juliet’s famous balcony scene in Romeo and Juliet – she is not saying “Romeo, Romeo, wherefore art thou, Romeo?” as though asking where he is.
Wherefore means “why” and she is saying “wherefore (why) art thou Romeo?” – that is “of all the guys in the world why did you have to be Romeo of the other family?”.
