Except in one case, a genuine bum-on-seat supporter has shelled out his hard-earned to then give £4 worth of tickets to his mates, who I guess in the majority of cases, paid the ST back for their ticket.
In the other case, free-loaders took tickets from a coroprate entity and no genuine supporter actually paid any money.
So technically, it could be argued that you are correct.

£10 tickets were on sale up to a point (not sure when).
Me and my family got freebies for the Quins game, courtesy of HarlequinsRL, who were offering them to members of HM Forces and their families as it was Armed Forces Day.
