As the South and North stands are unreserved a certain number of seats have to be left empty. The capacity allowed was therefore reached that year when there were something like 24400 on (summat like that). They did give a crowd of 25004 one year though which was technically impossible because of the above.
Don’t ST holders get counted anyway even if they don’t show? I wouldn’t worry.
