To me it sounds like their sounding him out after Whelan said he would step down if charged. What I think Whelan meant was if he charged with racist remarks which the above clearly does not say.

With Dave Whelan , the way to make things good would be to apologize once again to those it offends and go on one of many courses on offer regarding racism.
